Aside from men being horny in the 1800s, and this being a holdover since that time, is there any actual reason why this hasn’t changed?

really depends on the person and the activity. i’m not particularly busty, and i’d rather wear a sports bra if i’m doing jumping jacks or something, but it isn’t really needed for my physical comfort just about any other time.
